When police punish parents for doing their jobs, they lower birth rates by making people afraid to have children themselves. In the United States, Child Protective Services agencies can take kids away from their parents if the parents lose.their electricity or other utilities, or if the parents behave towards the child in "predominantly or extremely negative terms" (even if such negativity may be justified), or if the parents have "extremely unrealistic expectations of the child".
