I said this on another post I saw earlier: Shit like this is valuable and there are people who will find a way to misuse this. If it needs to be accessed, then it'll be accessed by someone who has a key to it and knows how to use it, not by some random passerby with poor judgement who decided it was required. It's locked to keep people from taking it, because it's only gonna be accessed in an emergency.
