This is probably midway through a job. Railroad crossings are paved like this with bars passing through the paved area so the train can stay on-track. It's paved in the first place because cars can't drive over proper railroad tracks, so crossings are paved like roads with railings the train can travel on so everyone can pass over them with no problems.
