Being a citizen is available for anyone.
But "available" is not synonymous with "effortless."
Anyone who wants it should be willing to put in the effort necessary to achieve it.
I mean a thorough background check, X years residence, can pass a basic civics test given in English, basic history test, basic law test (raping women and slavery is not allowed here, etc...etc...)
