By site wide ban, I mean comment ban.

Definitely not going to happen.

Years ago, when they started with comment bans, you were still allowed to comment on your own memes. This was because of people complaining about having a hit meme yet were unable to respond to a ton of accumulating comments.

So obviously that exemption got terminated.

Oh, and Jeffrey obviously uses different emails, as well as VPNs, because he surely must have been IP blocked years ago.

Email wouldn't be enough, you need to ip ban him

Removing site wide comment bans would be a risk considering spam, harassment and advertising.
Incase you don't remember, there was once a bot comment spam purge with a hellton of links to bad things, the site wide comment bans removed those comments forever gladly.
