The reason is, Nintendo has a strict copyright policy. They don't release M-rated games all that often because they don't want their brand to be associated with the factors that go into an M-rating. If Nintendo lets the internet get hold of their characters, they run the risk of people ruining their reputation, and they don't want that. Halo Studios (previously 343 Industries) doesn't have the same risk. The original Halo CE was rated M by the ESRB because Cortana looked vaguely like a woman. They lost that battle from the get-go. If you get a hold of Halo's characters, the owners could care less, because everyone knows NOBLE Six comes from Halo: Reach, so they're not gonna associate NOBLE Six with whateverthef**k the people using NOBLE Six are doing with him, as long as they credit the owners of Six's copyright.
