How does one "fund climate"?
JVP is terminally connected to the progressive center-left - as it gets led around by the nose, by the DNCIA and the center-right. Which is why their demands reflect their naivete about the Democrats, and what the priorities of that Imperialist Criminal Syndicate, really are. Even if Joe Biden wasn't just laundering hundreds of Billions of dollars, through the weapons makers, and the fascist regimes in Stolen Palestine and Ukraine, and then back to the Billionaires that were funding him and his party - he would NEVER give them, the things for which they were asking.
The one exception would be the totalitarian non-solutions proposed to address climate change. Al Gore, the Rockefellers and Rothschilds, and all of the big money players whose names we don't know, or think about (like King Charles) - have long been prepared to use "climate" to Democide 90% of the world's population, and lock the rest into a Technocratic Totalitarian scheme that makes China look like anarchism. That's what Klaus Schwab and the WEF, and the UN have quietly been pushing, for quite some time.
However - we shouldn't confuse what those fires were. Like the Camp Fire and Lahaina Fires before them - the Palisades/Malibu and Eaton fires were deliberately engineered, to push people into 15 Minute (Prison) Cities, eliminate suburban and rural development (in accord with UN "Sustainable Development Goals" and Agenda 2030). In at least the two more recent examples - there were already plans afoot, to rebuild the areas attacked, as "Smart Cities". The housing and lives destroyed, were 'in the way'. The fires themselves burned too hot, and spread too fast, to be totally natural.
There's lots of proofs for this - trees burned from the inside out, porcelain fixtures like toilets and sinks reduced to dust ( ~6000° F), engine blocks and wheels melted on cars, while blue cans/roofed houses nearby, are unharmed, etc..
