Why didnt the EU build their military might up 10 years ago when Putin took Crimea? How slow is this group? Obama didnt help.

I keep hearing constantly Putin is going to invade Europe so we must keep funding Ukraine.......and Im thinking? What about YOU guys...building your militaries up so at least Putin is scared of the countries BEHIND UKRAINE!!! lol...... to even listen.
