The plan is to control the canal not a country. With the canal drying up there are two countries that can help China and the USA. We need the bases back and to ensure China can't disrupt a 5th of the planets seagoing vessels.

Citizenship was never on the table, controlling the Canal is about who pays to upgrade the Canal, if we don't China will. BTW China will not let them be citizens either. Without the upgrade the canal and Panama will go dry, bankrupting the nation, and impacting 5-10% of all maritime traffic.

That's true, both China and the USA need the canal in working condition.
