In the 80s and 90s drug dealers used pagers and payphones to sell drugs. I don’t see any telecom CEOs in prison.

No he did not.
He pardoned a guy who ran a website that drug sellers took advantage of. Two life sentences and 40 years for him, while the actual drug dealers got a slap on the wrist.
