Of course the workers don't own their work under communism.

The moment accountability, or worse (for them) merit is brought into the communist equation, it all falls apart.

Under communism laziness is encouraged because there’s no incentive to produce — after all, the community will provide what you need. So to have enough of what everyone needs they have to place quotas which will increase as the demand increases. The result is workers make sacrifices in quality.
