Fun fact: Polar vortexes are caused by heat. When the stratosphere (the second layer of the earth's atmosphere) heats up, it breaks the "polar vortexes" (groups of cold air) in the Arctic apart. Those "parts" are then pushed outwards in several directions, one of which is the US.
Think of it like opening your freezer. When you open the door, the warm air rushes in and pushes some of the cold air out towards you.
After a bit, the warm air cools down and we get a rest before it happens again. (Like if we left the freezer open, it would cool down the room.)
