Depends on the monarchy. Theoretically the British are ruled by a king or queen; but in reality they are not.

True,when I said monarchy I meant absolute monarchy,this is meant to take a stab at Saudi Arabia and the UAE because they aren't considered dictatorships but are absolute monarchies.
