Ezekiel 18 in its totality
is a response to the behaviour of the Israelites at that time based on a non-biblical proverb used to justify committing crimes and ignoring gods law
'“‘The parents eat sour grapes,
and the children’s teeth are set on edge’?' 18:2
(roughly translated -- the sins of the father are placed onto the son, ergo don't bother following the rules because the result is predetermined)
SPECIFICALLY Ezekiel 18 is in regards to the capital punishment (death sentence) over a mans act on another man or an act against the lords laws
"He eats at the mountain shrines.
He defiles his neighbor’s wife.
He oppresses the poor and needy.
He commits robbery.
He does not return what he took in pledge.
He looks to the idols.
He does detestable things.
He lends at interest and takes a profit.
"Will such a man live? He will not! Because he has done all these detestable things, he is to be put to death; his blood will be on his own head" 18:10-13
In effect the 'sin' is not the same as the sin mentioned in Romans (or genesis)
Its like saying the word 'lie'...it can mean 'not true' or 'laying down', same word but different meaning.
The context makes this abundantly clear over and over again..
