There are actually some parts of Texas connected to the national power grid. If he never lost power and it's not balls-melting hot he lives in one of the north east counties.

Oh, if he didn't know about the winter blackout, or even the rolling blackouts during the summer, he probably doesn't live here. Every year it's on the news. Multiple state-wide political candidates have run on it. There's no way to not know about them.
