Considering they appear to have red and green port and starboard lighting, I doubt they are foreign. Flying without a transponder indicates experimental or military craft.
I remember several years back there were sightings of multiple drones in eastern rural Colorado. Those drones reportedly flew a grid type flight path, as if they were terrain mapping.
