Even though the level of C-14 in the atmosphere hasn't been steady over the past 30,000 years, this is accounted for when using Carbon dating. Scientists use a technique called calibration, where they find things which we can easily measure the age of, such as trees and ice cores, and Carbon date them to find out how much C-14 was in the atmosphere at that time. This is then used to get a more accurate Carbon date.
