We can't colonize Mars until we have an infrastructure that works. Resources need to go to science and technology instead of being wasted on social programs.

So, who should get the funding to develope the new technologies? Universities? Private corps? i would like to hear the whole plan....

You are missing the point. BLM, equity, and Leftist crap like that set us back. We need to move forward. We can't afford such a bloated, inefficient bureaucracy if we're going to colonize Mars. Everyone needs to be moving in the same direction.
