Given the principles the nation was founded on, legislation, like non-life threatening arrest warrants, should never be done at night or in shadow.
What I mean is that even in ancient Rome it was illegal to arrest the non-violent in the dead of night like what happened with Jesus Christ. Even through His arrest was known about before the creation of everything (God's omniscient power) and was part of the Salvation/Prophecy Plan it was still an illegal act by the pharisees and romans who went along with it.
