You do realize that, since the time of your source publication, it has been found to be false — especially for California that was downgraded to a “receiver state”, don’t you?

Well, your cherry-pick chart is inaccurate. Firstly because blue-leaning New Mexico isn’t on the list and they actually take more than any other state. Secondly, many of these states have federal facilities like in Florida where they have several navy and air bases, NASA, etc — also Virginia has several such bases plus federal shipyards. Thirdly, these so-called “donor states” have higher populations on average than the “taker states” which translates to more federal tax revenue from those states.

Correct, the list is limited to 10 states, top and bottom. It couldn't fit the rest.

Those top 5 giver states have had a higher number of such facilities since the Colonial Era, federal prisons as well.

Donor states having bigger populations is a direct result of economic activity/success. It's not like over the course of centuries people haven't realized that the bucolic states people go vacationing to during spring break are also open to people moving in on a permanent basis.

The chart is proportionate, listing what they receive back per each single dollar donated.
It's not literally indicating that Connecticut gets a mere total of just 89¢ annually for the entire state while Kentucky gets $2.89.
