And the other thing is that the system is built on the idea of senority. There aren't clear concise rules of operation in the constitution (nor should there be), so much of the governance that Congress does is because someone knows what and how to do.
Which they only get that knowledge because someone who was there before them told them how to do it.
While I'm a fan of term limits, limiting the House to just 2 terms is destructive. The legislature will be re-inventing itself every year and that's just chaos.
