Seems like a lot of "this could never happen" regardless of evidence it could. All it takes is for someone at an election site, taking those ballots and processing them in a back room as votes. They could do that. If it's possible for them to do it - it should be taken as truth that they will. And means should be enforced to make sure they don't.
