Did you not read the Article? It is a plan to rebuild Gaza and integrate it into the Middle Eastern Economy as a Gazan run State, and it would be partially run by the Israelis and the Arab League until the Gazans could have complete stable control over it.

The word partially is doing a lot of heavy lifting in that sentence. So it’s exactly what the left has been saying the whole time, Israel is decimating the entire population of the land so that they can financially benefit from it.
