They are taxed for the structures ON TOP of the land at the SAME RATE as the land.

Land (not homes or structures) needs to be taxed at a high enough rate that investors avoid land ownership. Then, it will be as easy and inexpensive as possible for people to live. Unintentional poverty will be eliminated.
