Personal opinion, it’d be hard to enforce if that law got passed. People would likely make an account lying about their age and still go and get the help they need.
The only way to get around age lying when making an account is with ID verification such as a driver's license/permit which you won't get until you're 15/16. If they allow 14 year olds on social media, they then can't require an identification via a driver’s license/permit most likely because 14 year olds wouldn't be able to make an account since they don't have one. With this in mind, requiring a drivers license/permit would then be against the law they made since it causes restricted access for 14 year olds who have to be allowed legallly to be able to join social media accounts as per their age requirements they set in place.
Unless the social media companies go with requiring an SS number or birth certificate instead which is very sensitive data that would be devastating to have leaked. Any leaks or even the potential for leaks will probably lead to people suing and the law being removed if it even gets approved in the first place.
When new laws are being considered it is not just about “Is this a good idea, should we do this” but also is about “If this gets passed would we be able to enforce this? How would we enforce this policy?” and I personally don't see how they would be able to legally and safety enforce that new standard.
I understand your concern though and I hope it doesn't get passed.
