Either an American or indigenous capitalists will seize this opportunity, or China will. Brazil has the largest deposits of Rare Earth Minerals outside of China. China is networking all over South America and Africa. We need to heed the underlying message in the Monroe Doctrine and develop the same type of development friendly policies for South America that Nixon created for China. We need to encourage "Peaceful Self Determination," for our Hemisphere at a time which is ripe for such action. If jobs and other opportunities are available to South Americans in the numbers that appear to be possible, the "invasion." that we are witnessing would be cut to a trickle.
