Nobasu has some pretty bad amnesia.
She was one of the AI cores in Ripley's portal, and because of that a lot of her memories were erased when Ripley tried to activate it
When Ripley was killed by rizu people salvaged the parts from the portal and sold them in various parts of the multiverse. The AI cores, including nobasu, were being sold at the citadel.
Luckily the citadel has FAR more respect for robots/AIs than kitius, so when data saw them being sold she got the man selling them arrested for what was essentially considered slavery

Data was able to construct a body for her based off of the few memories left in her systems, but was sadly not able to learn her name. So lay decided to name her nobasu (Japanese for extend) since apparently he's trilingual (English, Japanese, and Kitiish)

Her ability, as her name and the image would suggest, is the ability to extend a long distance. She can go up to about 25 feet
