I don’t think people count them purely because it’s not a new Gen like ORAS had fairy type moves and new mechanics, BDSP had its grand underground updated, Cynthia’s fight was updated, and new graphics. Gen 5 had updates to it’s story and N’s Pokemon but was never put on a new device or given new gen mechanics, something people were hoping for.
