That term is a "thought-terminating cliché", and a "Neuro-Linguistic Programming Buzzword" - that has been promoted extensively by the CIA, and other Western Intelligence Agencies, since about 1948.
They typically do this, in order to bolster the OpSec of "COVERT OPERATIONS", when entirely rational, sane, reverent and lucid people - start to get wise to what they did, and then begin to produce real evidence and analysis, that exposes how the obvious 'cui bono' of a situation, was in fact, the real story. And they get their OPERATION MOCKINGBIRD Presstitutes to use that term immediately. This then typically enters the zeitgeist and gets repeated, without any malicious intent, by people like your guest. Look at how Kevin Gosztola showed them, dishonestly using that term, relative to the case of Julian Assange.
For instance... In the two instances that Zach cited as "Conspiracy Theory" - these are narratives, that begin to fall apart, immediately, when confronted with publicly available evidence, and basic reasoning abilities. "Intelligence Failure" is a "Cover story", and a "limited hangout" "fallback position", typically crafted in advance - for deployment as soon as the prime narrative begins to collapse under scrutiny. And often, it has secondary goals, aside from just shoring-up a rapidly collapsing narrative.
In the former of the cases Zach referenced, we're told that there were plenty of warnings...but that our massive and bloated Intelligence Community bureaucracy - just didn't have enough money; or perhaps there were just too damn many pesky (Constitutional) rules, that prevented them from 'connecting the dots'... So for sure, repeal the entire Bill of Rights with the PATRIOT ACT, and double their budgets, so they can spy upon-, or even drone- anyone, anywhere, anytime, for whatever reason they care to do so...🤦 These results would be laughable on their face, were they not so tragic in their consequences..."
