Section 4 of 25th amendment does not make Harris the President. It only gives her the authority to act as president. Therefore she retains her office and cannot appoint a VP.

Section 4 states the VP assumes the duties. It does not state the VP becomes the president. She retains the office of VP

There is no way in hell the Dems will invoke 25th without Biden having a medical issue such as a severe stroke.
