Well, from my perspective, and I do not know anyone, or am friends with anyone here, but I will give you a completely unbiased opinion.
About a week ago, I made a post very similar to yours, yet all of the replies I got were just people advocating for their friends, mainly. now I am not going to be a complete twitter user and pretend that I am the benchmark for who the "good" and "bad" artists are, but this is probably the closest thing that you will get to a completely unbiased opinion here, anyways. It is based off of your personal preference, but this is the best thing that you'll get towards an unbiased, professional opinion.
The First is inevitably NoLongerBreathingAir (1). His art style is on a professional level. the shading is very nice, the character designs are aesthetically pleasing, yet very simple, and all of his concept art is very good as well. but the only thing is, despite having extremely beautifully drawn and vibrant characters, but the backgrounds are almost always a plain, faded gray color.
The Second best is probably closest to IcyXD. (2). he has a very unique charm to his art. the colors are always extremely smooth and supple, and as he has stated himself, he has combined the elements of classic Japanese anime and manga, and given it his own twist with all of the western cartoons we have seen today. And since he has been here for a very long time, I think that despite all of the controversies with Ms_memer_group and others, people still love him. this comments section is an example of that. The only downside is that he does not respond to ANYONE. he will talk to you in the comments and maybe give you an upvote or two, but he is very hard to get ahold of. he will get everyone riled up about his newest art projects and commissions, yet he will only finish one artwork and call it a day.
The Third is Gummy_Axolotl (3). They have an AMAZING art style. it may seem just like regular fandom art, but it is always very colorful, and never fails to be boring, at any point in time. they seem to mostly draw either their OC, or characters from The Amazing Digital Circus, or Invader Zim. they also seem to be quite popular in the LGBTQ stream. I personally have no complaints, but the lineart seems to be a bit too thick at times, and the sense of anatomy could be better. Again, this is completely unbiased, which is why this is my best advice from a professional standpoint.
