I mean... Larry made him as a project, as a learning ai, but he put in a code that made sure he wouldn't just try to learn, he would expand on interests that he gets

So he just didn't make it keep learning and getting exponentially smarter

Astra has the intelligence part but she just doesn't use it often.

It does still happen passively though, for example she could play 5 rounds of SSB and lose every single one but on the 6th be the best player in the friend group

... That doesn't change the fact that she still loses to ove though
