But, yes; there is no such thing enshrined in the Constitution; just like there is also no such thing as Executive Orders with the same force of law as a bill passed by the Legislative Branch; and yet apparently, again, nobody bothered to tell Barack Obama -- the constitutional scholar -- or Joe Biden . . .
