May need to give a specific time, i.e. golden, silver, etc. age. Alfred could be there. Once known as the outsider would be on it. This role has been altered in recent years I believe but that arc failed on several levels IMO. Raz, Joker, Owlman, Justice Lord Batman, Superman since they have fought multiple times. I'd put Mongo, Bane, and Darkseid as next off the bench. Bane obviously tough but not intelligent enough. Darkseid and Mongo, both stronger but Batman's ability to plan for all occasions gives him the advantage and he doesn't fight those two often. Shoul be an interesting discussion. I will have to check back. My knowledge spans decades but I checked out of it after one of last great resets so other takes will be illuminating.
