Hrm. . .no. If anything pro-infanticide is about control. It's enforcing population control and things like eugenics. In a country like the US you can't straight up make it a law to do things like China and Nazi Germany did/does. However if you give the populace the 'right' to an abortion without openly saying the quiet part out loud(population control/eugenics/etc) then government gets their way without coming off as evil incarnate.
