Side story, during "glasnost" in the Clinton Administration we did a similar exchange sending some of our people to Russia and accepting theirs here. For a recreational outing, the Russians took our people to swim at a beautiful mountain lake... where they disposed of their nuclear waste. A friend of mine was one of our people exposed to excessive radiation levels in Russia.
