Oh probably but the distinctions are not that clear. The intentions of a mass shooter is to strike fear into everyone he kills. The intention of a terrorist is to strike fear into everyone he kills. The difference is most terrorists are better armed.

Mass shooters a mostly from gangs, who r*pe and murder.

Terrorist come from a group, who r*ape and murder.

There the same to me.

Semantics.

The only real difference is some claim the have a religious right to murder and r*pe.
