Lieutenant General Michael R. Fenzel is @U.S. Embassy in Jerusalem. Why would there be a plethora of Generals in Israel as we do not have major forces in Israel?

We do have permanent forces in Israel. We have permanent bases in Israel. We do not have an Ambassador to Israel right now either. Off the top of my head I know the US has an Air Defense Base in Israel in the heart of the Negev Desert west of Damona and Yerucham
