It's not government, but people who take active roles in government in ways that were and still are illegal.
It is generally illegal for peace officers to be security officers while actively employed to keep the peace.
Government employees cannot say their opinions about a politician publicly. The city manager and the mayor's promises live under the rule of law.
In the end... Yes there is a group which acknowledges generational drug addiction as that; removing undesirables.
