Location is only one component out of many that goes into determining salary / wages. I think most employers try to make what they offer competitive with other local employers, and that includes the local cost of living. If that wasn't taken into account here in the silicon valley, nobody would work for these companies.
This seems like an odd thing to make a meme about. Is there a larger, perhaps less obvious (at least to me!) issue that you're not happy about?
