Your choices in the US are generally pay with your card at the pump, or guess how much guess you're going to need in advance and go inside and pay for it before pumping. This latter is getting rarer as most everyone pays with cards these days, so I do not believe everyone parked at the pumps was doing this.

Here in the US, most gas stations have you pay at the pump, and absolutely nowhere will let you pump gas without paying for it first.
