It's all the false image of the government by politicians. My city does that all the time, even going as far as downplaying the crime, after residents speak about their experiences with-it. Including dead people on the sidewalks, people overdosing, and a recent shooting and stabbing at the beach.
So I don't think lying is that big if a deal to them, and they are probably all in on it.
