It might have been Sans or even Alphys herself, Alphys has been known to have sloppy handwriting, and Sans is very lazy, so him having weird handwriting makes sense too.
I doubt it would be papyrus but if you tell him you don’t understand the colorful tile puzzle he will leave a note on how it works and it says it’s illegible chicken scratch.
