Since half of Russia's economy is based on oil and gas, which helps that economy more, lower or higher oil and gas prices?

The reduction of exports due to the war related sanctions caused Putin to sell oil products at a great discount using fluctuating local currencies rather than the traditional US Dollar. Under other circumstances, higher prices that did not spur conservation, would be good for them. Most of their customers have committed, due to global warming, to greatly reduce their use of petroleum products. It is akin to the old jokes about "buggy whip," factories. Within the next 20-years the internal combustion engine will go the way of the buggy whip.
