They were barely out of their feudalistic culture a century ago, and it's a mindset they've not been able to shake. They see freer societies as chaotic messes teetering on implosion, a view exploited by the Soviet and post-Soviet regimes. So to them, tryrants are an accepted part of life. They grumble about their problems, grab that vodka, and go through the motions. They're still vey much a feudalistic society, only with wiring and other modern accoutrements.
Similar to the Middle East, heavily regimentated hierarchy with heavy authoritarian rule, religion being a big lumbering oppressive figure looming over it all for both as well. The notion of individuality outside of minor personal adustments to keep the machine flowing is alien to them. Dictators are what is needed to make the world operational as far as they're concerned.
