How could they get to achieving their goal from here by 2030?

every aspect of the existence of those that are manageable, and the rest that are unmanageable and non-compliant shall meet their maker by attrition, and of their own free will choose not to participate in surviving the cull of the herd.

If it was greed motivated they would also be cutting their revenue base.

Increases in Plants and animal herds... returns the buffalo the plains, returns the wolves, and remaining species to the Natural Wild Environment by alleviating human presence in their habitats and environments. 500M people could be compartmentalized, and all their needs met with the more there is to go around from stuff currently consumed by 6.5B extra mouths.

I think it may be more to preserve governmental power when the fiat money system collapses.

We've gone from 3Billion People to 7 Billion People on the planet in 50 years. Mathematically, to go from 7Billion to 11 Billion will take half that time, by 2050. That is their point of no return, as their scientific predictions are thus that 11 Billion is the Max, and if they don't CHANGE the human breeding CLIMATE now, then by 2055 there'd be 15 Billion; 4 billion more than can be fed, without several other species going completely extinct.
Imagine Boomers thinking that in their own one lifetime, this could occur.

Their group is diabolical, and think that the greatest threat to their children and grandchildrens existence is the existence of everyone else and their grandchildren, and all that goes with it... by making the rules completely different than you imagine. The People will Own nothing, yet in the Utopian dream, they'll have everything they need provided for them. There will be so much more around to go around with less people to share it with.
