what i thought of was making the actual exterior of the speed bump of some rubberlike substance that can just barely hold its basic structure up but compresses and squishes when a car passes over it, and then filling the inside of that mold with the non newtonian fluid, that way even if its liquid the exterior mold will hold the structure together
