Do you know how protective/territorial California is with their water? Why should they be told to give it away, FOR FREE, to people who've never given them anything in return? Even with abundance, it's such a communist way of doing business. You do know that it causes inflation, right? The Mexicans who don't pay are a burden on the Americans who end up having to.
