The US really is 50 individual little countries that agreed to work together under a common framework. Governors really are the heads of state. They can make treaties with other countries. Separate trade agreements.

The federal government has a blanket authority over all 50 states that includes a responsibility to make sure that the constitution is being followed.

It seems like in order to give people insurance in Florida you would have to charge them more money than they have. Not a good sustainable business model.
