The timelinial ruler came from a different timeline, likely one where the collector somehow died, possibly like a less crazy version of edgyhead but I know almost nothing about the character.

He did not create the timelines.

The crystals came first, which led to the first universe, the creator made the first multiverse. After that, new timelines emerged where things happened slightly differently.

TR came from one of these timelines, just like edgyhead, and all of the other variants of other characters.

This is essentially the concept, universes in multiverses, multiverses in clusterverses, and custerverses in Realities, Traveler comes from another Reality

Well it's a good concept but we already had a structure for how it works.

I'll go by difficulty to travel

Universes are the smallest, and easiest to travel between

Multiverses are something even the collector couldn't do for a time, but he eventually learned.

I guess clusterverses can be kinda in between

Next is whitespace, where materials like galactic gold and dimensional diamonds are found. Collector learned this at about the same time as other multiverses

Next is timelines, which require you to use a dimensional diamond in a very specific way.

Then realities, which only the traveler can travel between if I remember correct

This here's my idea:
Timelinial Ruler was made during the creation of the first alternate timeline. It was a balancing force to prevent Timelines from crashing into each other. Eventually, it couldn't balance all the Alternate Timelines by itself, so it forged the Reality Ruby. But the Ruby was too strong to be wielded by one person, so he split it into fourths and separated its pieces among the trillions of timelines.
